Yew Wai spent the last 17 years building the education business for NCS, the System Integrator owned by Singapore Telecommunications (Singtel). During his tenure, he pioneered the Higher Education business for NCS from what was then only the provider to the Ministry of Education Headquarters to what is now the market leading provider of education technology solutions in Singapore.
Yew Wai started his career as a Systems Analyst at the Ministry of Education (MOE) in Singapore where he was integrally involved in the development and extensive programming of various application systems using COBOL and Natural II on Adabas; and also using SAS tools. Here he participated as a team member in the development and implementation of the large financial application system in MOE called “Voted Funds System”. He was later appointed as Project Leader to develop and implement the “Teacher Relief System” application for MOE.
Yew Wai then went on to the National Computer Board (NCB) HEADQUARTERS – what is now the Infocomm Development Authority of Singapore (IDA).
He was recruited to join the IT Industry Application Division (ITAD) as an Industry Consultant. Here he advised and assisted the commercial sector’s small and medium enterprises to conceptualise, strategize and deploy IT in their companies to automate and improve productivity. Most notably he participated in the “IT2000 Masterplan”; the blueprint for the extrapolation of Information Technology in the government and private sector. He was involved in the Transportation market industry segment and worked with the industry leaders to conceive and produce the Concept Paper and initiatives for the industry.
He was then later appointed as one of the Team Leaders for the Construction industry to formulate the concept and strategies for adoption of IT in the sector as well. He had also organised and led a team of inter-government agencies from HDB, URA, JTC and NCB to Europe. The mission was to explore, study and make recommendations on IT adoption in the Construction sector.
It was following this time with National Computer Board that Yew Wai returned to the Education Sector and was appointed to build the education business for NCS. His main focus and accountability was to penetrate the Higher Education market.
Some notable breakthrough wins during this period were large projects from the Ngee Ann Polytechnic for Groupware System, and also implement a new Campus Network; over at the National Institute of Education for a Microsoft Exchange Integrated eMail Platform; and at Singapore Science Centre for an SAP Finance System.
Yew Wai went on to be responsible for sales of the entire Higher Education Sector and formed a Sales Team. During this period, Yew Wai helped NCS to penetrate deeper and wider into the sector. Also helping to jumpstart the ICT services of some newer IHLs such as SUTD in Singapore during this period; and groundbreaking multi-million valued projects, eg winning Student Management Systems at the SIM University and Temasek Polytechnic, and multi-year Total Outsourcing contract from NUS.
As Accounts Director, Yew Wai established NCS as the leading Systems Integrator in the Singapore Higher Education market by winning market changing bids; overcoming strong competition, in particular against incumbent vendor in NUS for their Storage project; and also overcoming strong incumbency and competition at the Nanyang Polytechnic, as well as many other Clients in that period.
Yew Wai and his former NCS Management were also invited by the Singapore Management University’s (SMU) founding members to join a visit to HARVARD University and the Wharton School of Business in Pennsylvania University in its formative period. The objective here was to study and apply their ICT programmes to SMU in Singapore. Subsequently Yew Wai managed to win major multiple contracts from SMU, which contributed in helping to establish their ICT setup
During his career in the Education technology market in Singapore, Yew Wai excelled and contributed to the dynamic changes of the Education sector through technology. As testament to an outstanding career, he has garnered numerous project awards in almost every Institute of higher learning here.
Amounting to rolling out over 35 major projects across all of the education institutions in Singapore such as Ngee Ann Polytechnic,Institute of Technical Education College East/West, National University of Singapore,Temasek Polytechnic, Singapore University of Technology and Design, Singapore Management University, Institute of Technical Education Dover Headquarters, Institute of Technical Education College Central and SIM University, where he was responsible for the implementaion of SIM Global Education, their Student Portal.
