Stephen has served as Deputy Assistant Commissioner of Police with more than 37 years of service in the Singapore Police Force with a wide scope of regional responsibilities.
Stephen was appointed by the ASEAN Chiefs of Police Conference as the Consortium Leader for the implementation of an integrated ASEANAPOL Database System for the 10 ASEAN Police Forces. In the course of leading this project, he established close contact and working relationship with officials from the ASEAN Police Forces and is well regarded by their senior management, in particular Heads of the ICT departments, whom he had to co-chair the Technical Committee Meeting whenever the meeting was held in their country on a rotational basis.
For the last few years Stephen has been serving as, Director of Public Sector for Oracle Corporation.
Previous to this he headed up Technology for Singapore Police Force (SPF) for over ten years.
During his tenure with Oracle, he was responsible for developing and establishing closer business relationship with Public Sector and their respective partners; namely Ministry of Home Affairs (comprising of the following departments: Ministry Headquarters, Police Force, Civil Defence Force, Immigration & Checkpoints Authority, Central Narcotics Bureau, Prisons Service, Internal Security Dept., Casino Regulatory Authority and Home Team Academy) and Ministry of Defence.
As well as having direct relationships with key buyers within the ministries, Stephen was also chiefly responsible for identifying potential business partners, establishing strategic alliances and planning for skill-set enablement. As well as educating the customers on the availability of new technologies and solutions that will enhance their operational effectiveness and capabilities.
Stephen started his career within Singapore Police force developing their early CCRIS Management Branch and was integrally involved in the conceptualization, development and implementation of their Computerized Intelligence Division System. During this time he assisted in the development of the Expert System Prototype and developed the standard operational requirements (SOR) for a highly secured Criminal Intelligence System for the Home Teams.
Stephen was then appointed as Head, Computer Systems Division responsible for the overall management of the business and computer systems in Singapore Police Force, taking charge of the entire IT system and infrastructure planning, design, development, implementation and management. Stephen was well regarded for the Implementation of the Wide-Area Network for SPF, connecting up all divisions/units via leased lines. Implementing various ICT Projects, namely Criminal Investigation System I; House Visit System; Mobile Despatch System; Registry and MIS Systems.
On the regional stage Stephen then Implemented ASEANAPOL Database System.
From here Stephen spent the next ten years as Deputy Director for Singapore Police Technology Department, managing a team of more than 260 personnel. In his role he was responsible for information communication technology planning, implementation, development, acquisitions, and overall management for Singapore Police Force’s total annual budget for Information Communications Technology (ICT) expenses. Overseeing IT strategic planning activities both within and beyond SPF, including Ministry of Home Affairs. Formulated, reviewed and updated the SPF IT Master Plan.
As the Consortium Leader for e-ADS Project, Stephen conceptualized, designed and implemented the e-ADS Applications for the ASEAN countries; and successfully integrated the System with INTERPOL Systems to facilitate sharing of criminal information among police forces. He also successfully implemented and managed major ICT Projects/Systems undertaken in SPF. This included multi-million dollar projects, such as Command and Control Systems, Criminal Investigation Systems, Traffic Management Systems, Automated Fingerprint Information Systems, Criminal Record Office Systems, Criminal Intelligence Systems, Frontline Officer and Charge Office Systems, electronic Police Centre and Police Licensing Systems, Police Public CCTV . Within his role he also provided various ICT support and services during all major events and incidents, including overseas deployment and missions.
Previous to this Stephen served as Director, Police Logistics Department for Singapore Police Force, where he was responsible for the overall management of the Logistics Department of Singapore Police Force (SPF) for over 2 years, comprising planning, provisioning, centralized control and co-ordination of all matters concerning logistical supplies, services and other resources of SPF, namely Vehicle, Armament, Building & Infrastructure, Operational, Personal Equipment and general strategical guidance and surveillance over all logistics acquisitions projects and efficient usage, control and planning of acquisition budget.
Stephen has an extremely well established knowledge across ASEAN within the Public Sector and brings a wealth of expertise and relationships to VISION’s delivery capabilities across the region.
